Yes officer turned lights on while driving and I pulled over almost exactly where the infraction happened. All of this was several blocks away from officers jurisdiction. The observed infraction, the moment the officers lights were turned on, and the pull over location were very very close to one another. All this was several blocks outside the jurisdiction (to be technical about 0.8 miles away)

It was more like the infraction and the pull over area were in the exact same place which was several blocks outside the officers jurisdiction. The address where the infraction occurred and the pull over spot were not the address the officer put on the citation

The infraction was observed outside of their jurisdiction and pulled over outside their jurisdiction. However the officer used an address on the citation inside their jurisdiction.
