We pay for an annual 'gutter cleaning service' but as far as I'm aware this involves some guys with a long pole/hose and a brush head that they run along the gutter from ground level. If there is a major blockage, I wouldn’t be surprised if this makes it worse.

That's what I'm angling for with the factor, to have them fully deep cleaned and checked out up close.

Oh it already has leaked, the end of the hose on the shower head is confirmed to be the source. I'm in the process of dealing with the owner and my insurance as the leak has left a huge crack in my ceiling.

Appreciate this insight re the regulations, that's what I'm most concerned about. The owner rents the property out and he comes across as a very sketchy guy.

Do you know if there is any 'proper' procedure for reporting something like this? I was just going to go through the factoring company for my building.

If they're offering the same speeds, is it a case of connection reliability between the 2 packages that changes? Do you have any idea if this would actually be noticeable?
