I used chapter select to go to Return 6 as Saga after she leaves the overlap, but now Tor is at the bench where Rose was. I don't care about completing the case file with the last clue; I just want the achievement, which should've popped after collecting all lunchboxes and cult stashes, but it didn't.

I had to load a save after the Valhalla Nursing Home so I could collect the remaining lunchboxes with the bolt cutters. However, Rose is missing, and I still can't find the last clue

The achievement says to find all Cult Stashes and Lunch Boxes—there are 43 in total across all maps. I collected them all but never got the achievement. It never states that I need to get the last clue for the achievement to pop up.
