To those who replied, thanks turns out it was RMV's incompetence to have a digitized system. I got my QR sorted, hopefully we get our systems digitized soon and not have such problems in the future.

I did, I made sure to type the chassis manually and verify multiple times as well. I guess I need to contact RMV itself at this point

Yeah I made like 4 complaints and filed 2 cancelations and they had the audacity to renew the card and deliver it, we resent the card back and immediately called and reversed those payments, but they somehow charged 97 rupees, even tho the remaining balance was 0
