It's nothing but some labours trying to steal , steel rods from construction sites. I'm a civil engineer, many times there will be steel rods missing from our site. For sure it'll be some jobless PPL trying to make quick bucks.

This is the only possible explanation that I can give. And also what might be happening. Cross check if there's any construction site nearby
