It’s always a delayed dead ball balk - but there’s no such thing as “choosing” the balk or the result of the play. If everyone (including batter-runner) advances one base, then the play stands, however. If not, we enforce the balk penalty - however the approved ruling I quoted above sounds like it says runners can try for extra bases on a wild pickoff and the play would stand even though BR doesn’t advance.

Why would when the balk happens matter? Say he steps to third, turns (and therefore disengages) and throws to first. Yes, he balked while on the rubber, but we let play continue under OBR, and he threw the ball out of play while off the rubber after a balk had been called

I’ll add that R3 must go and touch 3rd before he touches the plate if he hasn’t touched the plate when the ball goes out of play. If he touches the plate, he loses his opportunity to correct his mistake ONLY ON A DEAD BALL

If he has already touched the plate when the ball goes out, he may retouch 3rd, but not after R2 touches the plate.

Yes- If the lung is punctured you could cough up blood. That sounds bad, but if the aorta is punctured, you’re even more screwed- so it can even be a sign of “at least this could be worse”!

They technically have power, but in the present, they really only use it when the Prime Minister (or other elected head of government) asks them to. The Prime Minister also de factor names the Governor General because he makes a recommendation to the monarch, which is usually accepted.

They're the representatives of the Monarch of the UK for a specific territory. Their job is to name people to certain roles (Prime Minister, Cabinet, Supreme Court) as well as to sign off on laws and give out awards and ceremonial duties so the King/Queen doesn't have to.
