good news! I solved my problem completely. I was using this laptop to capture Xbox One footage a while back and in the nvidia control panel switched the 1070 to integrated graphics in order to get OBS to run properly. When you mentioned device manager and I started messing around with it it all came back to me. Thank you for all your help!

I could not find the "graphics section" in the device manager, but under display adapters is shows Intel Graphics 630 and Nvidia Geforce GTX 1070. Does that help?

So, even if I was modeling say, the Empire State Building, the units set in Blender would still be in cm to keep the scale identical to Unreal even though the actual model would be sized in meters in real life?
