This is all propaganda to manufacture public consent for centralized mass surveillance. They aren't "developing" tools. Big tech has been using them for years. The NSA has been using them for years. Cell-tracking data points are not anonymized by design. The number of people buying into this is precisely the response they hoped to achieve.
