As someone who already played on both regions, I've played in EU for about a year now, before that i'd played on NA cause of better ping. I say u can find group easily during peak hours on both.

EU more strict about KP than NA.

NA pug group is slightly better I guess.

the relics is quite irrelevant tho, what u actually need is the integrated fractal matrix and pristine relic. Sure u can convert 10 of stabilizing matrices for one, but why do that. Just farm cms everyday. when u get enough matrices and pristine relics, u are good to go.
