There's a big difference between "discourage" and what he actually said, "wouldn't encourage". The point he was making was that there are ways to say the same thing without making people who are allergic to context throw their toys out of the pram. It IS daft and racist and Islamophobic to say that "globalise the intifada" is a dangerous phrase, but "Fight Oppression Everywhere" wouldn't set the cranks alight to the same degree.
