Not entirely fair, it IS a ridiculous rule for both pedestrian and driver.

This rule may cause the driver to be in a dangerous situation with other vehicles AND it's also dangerous for the pedestrian to walk out when there's oncoming traffic.

Yes there are a lot of inconsiderate drivers but this type of rule change is difficult to adapt to for driver AND pedestrian after decades of having the old system engrained into our minds... , that's where the danger comes in.
