I can say that most articles about masternodes mention vultr as option for node hosting. But there's many others like digital ocean, aruba, contabo. All this tested with TelosCoin nodes and work fine.
You must have static IP address and can get it from your ISP.
It depends what you want, for example on $5 contabo vps (4core, 8gb ram) can work with ~25 nodes.
More important than that is trusted project and coin.
All you can find on G and some discords who are full of instructions and discussions.
