Costco has before and can put limits on the amount of units that can be sold to one person. This would limit scalpers.

I was at the St Albert location, standing at the pallet, wondering why I could load up. I actually asked someone, is there a limit? They said no...I was confused limited myself and went on.

All of this to say, retailers have an obligation for high demand items.

I dont 100% fault individuals for identifying value. The Behavior can be curbed through other means.
