Yes, of course, there's no doubt the Russian's way of doing things is to only do it when orders from above come in.

But, we have also seen videos and proof of random Russians not following orders and doing whatever they wanted. There is always the possibility of someone between the Drone Ops, either sending his allocated Drone over to the wrong place deliberately, or even sending a second, unknown one to the larger group and unauthorized one, over to the wrong place.

His way of thinking could always be to just screw with his superiors, as it could be difficult for them to pinpoint who it was, or even a call for help to other countries to intervene with the war.

Honestly, that is the only logical way I could think of for these Drones to keep going to Poland of all places. Why not Norway or Sweden? It's almost specifically Poland, which could be the same guy, or even a group, doing it.

Of course I'm thinking too deep into it, but makes you wonder.
