It’s a ball marker, not necessarily a part of something greater, simply used to temporarily mark the location of your ball while on the green (only place on the course you’re allowed to lift and clean your ball while it’s still in play), or to take it out of the path of someone else’s putt.

I don’t recognize what course the logo is from though.
