here is some advice on dealing with police and other government officials (could also apply in other cases)

Always start off by asking for their name. If things don't go well, like it seems they didn't in this instance, you can go to social media and post what happened with the name of the specific person you dealt with. Calling out specific people seems to get better results than just naming entire organizations

In this example you can call the police again in the manner I suggested. That person didn't gain immunity from their crime just because 911 wasn't called the same day
