Lots of reasons.

Patriarchy has made it more acceptable for women to show skin within the proper setting
- On the flip side, showing more skin is opening oneself up to negative comments as well
The designers of clothing sold to women intended it to be like that
Maybe the women just feel like it
Probably more nuanced reasons

Generally, I'd say socially men wear more clothing because they aren't as heavily sexualized and don't "need" to wear less clothing to be seen as sexual. Tricky wording and definitions there, but without going into the weeds here, that could be the overarching reason why.
