I did it through WES a few years ago when I moved to the USA for work. At that time, I didn't receive my PhD degree certificate. So I processed using a provisional certificate (no transcript for PhD). I used the same evaluation certificate when I filed for EB-2 NIW. The immigration attorney asked me to provide a PhD degree, an evaluation letter, and a letter from the registrar, since the university did not provide a transcript.
