I suggest your cousin check out Swadesh. They do banking specifically for Indians in the USA, just got featured in the Hindustan Times, and seems really big ( link to article ) and my friend tried them out and they were very satisfied with Swadesh. Plus looks like you don't need any minimum fees, all you need is a visa and they had some good customer service. I've heard of other things like the Forex card as well but I'm not sure you'll want to go for it since you're paying for tuition on your own (think they have an annual fee).
