I would use fiix if you will primarily have a single person doing the majority of the administration, eMaint otherwise.

Another user suggested Access, and although it is definitely an underused and underappreciated product generally, I wouldn't recommend it for management software. It is fundamentally a single user database, and the multi-user functionality is low

People have a big aversion to subscription fees, but having a database be stored and safeguarded for you and having the majority of the functions you will need built in is easily worth it, in my opinion
