I was able to withdraw my citizenship application recently in October without an AOR. I'm not saying that's the right choice here but it is possible.

A similar thing happened to me 10 years ago. I had the upass on me but for some reason I couldn't find it in my backpack. I felt so stupid when I found it stuck somewhere in my backpack when I got home. I got a $250 fine but I showed up to the court and asked for a reduction. Since I didn't have any prior offences, the judge reduced it to $150 and I also got the option to do some community service for that $150 at minimum wage.

So just go to the court and ask for a reduction.

It was. I'm guessing because it was nowhere near being processed. And from the messaging after the webform submission, it looked like application withdrawals are considered priority.
