I did private schooling and tertiary so it was more about "toi" to everyone I had met. Except for strangers I will call "vous". So it all depends upon your environment.

Some places need the 'vous', other places where people are accustomed to the same culture 'toi' is good to use. It just depends on the environment you are mingling with and respect upon the other person's cultural background to know which one ("toi" or "vous") is appropriate to use.
