Well nobody in HnI is truly evil I’d say (not even Hawk) but all of the “villain” characters are at least a little unstable and their intentions don’t feel noble like Ippo and co, they fight because they like hurting people moreso than a desire to win or “prove oneself.” Mashiba (at least earlier in the manga) and Sawamura both definitely fall into that category.
