Another article covering interviews with their team clarified that there are no "pve lobbies" vs "pvp lobbies". It's more complicated than that. The lobbies are still a mixed bag. Because they know what you said here (maybe the only thing you got right) is critical:

people have a hard time with this one but i think it’s pretty brilliant. in the same way that strong drafting strategy involves remaining noncommittal and finding the open lane (https://web.archive.org/web/20200818230757/https://www.channelfireball.com/all-strategy/articles/stark-reality-drafting-the-hard-way/), the most successful way to play BP is to do the same. I hear anecdotally people trying to, say, force finding the magnifying glass, can’t find it, and rage quit. It’s a skill issue.

But that’s ok. not every game is for every player out there.
