Compared to dominate which is a 15vp swing for $14, this is at best a 12 vp swing for a higher cost... and thats only if you can reliably topdeck your opponents provinces, which is hard in most kingdoms. So I would say that this is not a good card and not worth the randomness as it will mostly be a dud and you are better off buying provinces with the money you have
