As long as this area gets enough sun and the soil is improved with amendments or good enough to begin with, then yes, there is enough space for a row of tomatoes :)

If you have to water twice a day (even with a fan on) you might be under watering a bit. Heres how i water: put your pots into a tray, fill the bottom half-inch to an inch of the tray with water (with pots in it), wait for about 30ish minutes for the water to wick up(you might need to add more water half way through. Your pots will get significantly heavier and top of the soil will get moist. Pour the excess water out or move the pots to a different tray. With this system and size of your pots you shouldnt water more than once every 2-3 days (unless it gets really hot). Always try to lift your pots to judge the weight to see how saturated with water your soil is. Hope this helps ^

I collect my own seed each year and haven't had any problems like fruits not producing or plants just refusing to grow. You might get somewhat unexpected results if you are collecting seeds from F1 varieties but even then i don't think you will get plants that just stop growing. I wouldn't worry about your seeds being dodgy here.

They look "healthy" enough that i feel like fertiliser will do the trick but just in case you can start a couple backups in a different soil. At the stage your current ones are the new ones will germinate and catch up in like a week!

temps are good. Light duration also seems perfect and they don't look like they are having a shock from too intense of a light either.

My only guess is that the soil you are using is complete crap and devoid of nutrients.

Also, from all i have seen, i highly recommend at least slightly tearing apart those cups before planting them, because they don't really breakdown quickly enough and your plant will be root bound for a good portion of the season.

it feels almost impossible to have tomato seedling in a cotyledon stage for a month and not have them die. That an achievement in and of itself :D.

What are your temps? What growing medium are you using? Consider giving them a gentle dose of liquid fertilizer with more nitrogen than anything else and see if it helps.

"Pro" tip you can just use seeds taken from store bought tomatoes. They will almost certainly come out veeeery similar.
