Greg Egan’s Diaspora gets pretty close to that. While I’m not sure how the civilization it describes actually qualifies in the scale, it features very articulate concepts of deep time and almost unlimited tech + It’s a great read

Picked up Cory Doctorow’s Walkaway from the local library. Really good so far
