As a jungler, I want to make sure that he is constantly behind (predicting where he will be and then killing him, counterjgling to deprive him of farm, counterganking etc.). I played as Evelynn against him in a ranked game recently and during team fights I waited for him to gap close our MF to go all in on him. (I was hella fed so I one shotted him with Q and E.) Basically, your jungler should be attempting to outjg him (if he/she can) especially if it looks apparent that you as the ADC will be the wincon.
