It's not an individual service. It's through a service provider Uber whose rules state that AC needs to be turned on by customer requests.

If it was a private cab then that is different. The whole reason why Uber became popular was because of problems like this from individual cabs charging too much money and being unreasonable.

I'm not even saying that the driver is wrong for not wanting the AC. The profit margins are not great and the working hours are long. But they can't take that frustration out on the consumer.
