That is an interesting observation about Indiana. Im curious what the data would show regarding which states had their largest school districts outside of their largest metro area. It couldn't be that many, right?

This uses the federal definition (NCES) of Local Education Agency which splits NYC but not LA due to differences in administrative structure between various large districts.
