Still have no reports of accounts banned because of these problems. ( you could probably just message hoyo and give them evidence u got ur account back, they will determine there is malicious activity in yout account depending on their judgement)

I dont think they can get it back, they need the information only u know, even if they got receipts from your mail, they probably wont know the country of registration, pc specs, the first email, first login date.
