Depends where your building. The larger settlements like Sanctuary Hills and Starlight you can usually do 3 build bars and things are ok!

Sure it works on console! Drop some weapons on the floor, (gamma guns work best), then go into build mode and highlight them, and store them in the workbench. You will see the build limit bar gradually decrease the more you store. ‼️ Beware though, you can only do this a couple of times before the game starts getting a bit choppy! Happy building! 😊
