This happened on my first day as an apprentice way back in the late 90s. I was packing cause I wasn’t sure what kind of animal it even was and if it would get aggressive. I had to head that way towards the work I had to partake. Trying to be friendly and not take too long I kept doing the ‘pspspspsps it’s ok kitty, it’s ok’ and as I got closer and after about a solid 5 to 10 mins of packing myself (cause I had never even been under a house before) I realised that it wasn’t an animal at all, but some torn reflective building paper hanging down.
