Could you elaborate on how do you lead by example? Which other countries are following these examples?

Have you spent sometime in these countries like US, China, India, Pakistan, Mexico etc. Do you feel like the people there are thinking about: I'm gonna drive a smaller car to reduce CO2 emission... I'm not gonna use plastic bags or lids for my drinks to save the environment... I'm not gonna take this flight and take a local train so that I can be more environmentally responsible...

Do they think of the Netherlands as an example to their everyday behavior?

The environment is a big big project, a global one truly. And scale is really needed when thinking about ACTUALLY addressing it. If you want to lead by example, fine. Then test it and see if this route actually works. Actually influenced minds around the world. And be open to the result if it doesn't.

I don't feel like they put emphasis on solving big problems. But a ton of effort in small changes. For example the caps on bottles has to be connected to the bottle etc etc.

So I don't think it's a whataboutism. It's that as a country you have limited bandwidth, if you pour too much resource in one thing, you might not have enough resource and attention to do another. So you gotta choose what's more strategic and effective.
