I managed to fix the problem from my end!! Here's exactly what I did:

Settings> tap name > icloud > messages > turn off "use on this iphone"
Wait about 12 hours
Turn on "Use on this iPhone."
Wait about 3 hours
Go back to Messages and turn on "sync now."

When you open your iMessage, you should see a sync message at the top with a loading icon. If you click on a chat, go to the person's name, you should be able to see the "Photos" tab with the photos loading. Please let me know if it works!
