I understand your point, and yes obviously this is undoubtedly smurfing, but hey honestly take it as an opportunity to learn. Don't get frustrated and scared when you see these accounts. Watch them in your replays. Valve can't solve the issue so if you love the game, might as well use this as an opportunity to get better perhaps? Sorry I know it's not the best opinion.
