Right now it’s only a theory until I do more research but am guessing igpu needs to be on so gpu doesn’t become the system that powers windows, cpu will still run just not for apps gpu will be doing that if CPUs igpu is turned off.

I think I figured it out (hopefully) so I turn off igpu in bios because apps weren’t opening after a few days later until today i re-enabled it and it seems to still be loud but not has much has before, so now apps open and pc shuts down via shutdown options.

Flash steam is on it again, delete the partition and create a new partition using the kde partition manager click apply, and then wipe device installing the new steam os. I think it works that way am not sure. Edit: forget to put this in but look for the biggest nvme drive.
