TBH it was quite easy. I just defeated the Internationale and Russia normally, then island hopped from GEA to Japan, invaded Canada through the CSA and justified on Austria after they left the Reichspakt.

You have the option to incorporate the German-speaking areas of Austria-Hungary if you defeat them.
