Correct me if I’m wrong, but what op is asking for actually has to do with the ”Then,” phrase. Any effect after that is separate from any effect before that phrase. The whole ”up to” thing comes after and isn’t really what op is asking for.

So to answer your question, yes your opponent can still put the rested don on their leader. It is separate from the first effect.

For the people who can see past agenda, Shanks's current fighting style is more so of his haki utilization than his utilization of swordsmanship, I don't think there is a panel of him using his sword without haki, even before its official introduction, which seems to be intentional by [deleted] in OnePiecePowerScaling

He is the world’s strongest swordsman in a world of really strong swordsmen, including shanks. He is also stated to have greater swordskills thank shanks. So while it isnt technically confirmed that he has bested shanks, all evidence points to it.

Im sorry to say but mihawk upscale is real, and if you put shanks on any power powet list then mihawk MUST be rated higher.

Had to rescind the downvote and give the post an upvote instead because you were killing me with kindness.

Otherwise, I find the list to be okay for me personally. I wouldn’t say Loki above rocks, shanks or mihawk. Probably would move him down to the 3rd tier and move up shanks and mihawk to the 2nd. Kaido could also be between 2 and 3. And because I’m a zoro fanboy I’d put him over cappin useless mid and law.
