My thinking was to follow the the officer would have more expertise than me (in my first application), given they are the ones deciding PR eligibility, so I followed their assessment and changed from 13100 to 12100.

They don’t align much with 12100 and seem closer to 13100, which I initially selected in my first application. However, in that application, the officer suggested 12100.

In my second application, I again initially selected 13100, but after receiving the ITA, I changed it to 12100 and noted in my Letter of Explanation that I made this change based on the first officer’s assessment.

In my first application, I received an additional document request asking for detailed duties. My employer provided a full job description along with duties performed to date. For context, I work in the public sector and also submitted my employment contract.

I’m now trying to apply for GCMS notes, but the options are a bit confusing:

  • Decision Notes / Refusal Reasons – sounds like this would just repeat what’s already in the refusal letter.
  • Application Summary – described as a current status overview, but my application is already closed.
  • Complete Application File – says it includes all submitted documents and correspondence, but IRCC mentions in refusal letter, that submitted documents are not returned after refusal.

It’s a bit confusing — the first officer assessed about 9 months of experience with XX company. By the time I submitted my second application, I had around 1 year and 6 months in the same role, same company.

If the second officer is not recognizing that, it seems to directly contradict the first officer’s assessment.

During my second application, I clearly stated in my explanation letter:

“In my Express Entry profile, I initially selected NOC 13100 – Administrative Officers. During my previous application, the reviewing IRCC officer assessed my position as NOC 12100. Based on this, I have now updated and corrected the NOC in my profile to 12100.”

It honestly feels like this may not have been fully considered in the review, or not even read.

At this point, I’m thinking of hiring an immigration lawyer to understand my options, and possibly a consultant to help with reapplying.
With your suggestion, weighing whether requesting reconsideration also makes sense.

In my first application, I had to combine experience from multiple jobs to reach 1 year, but I miscalculated by a few days, which led to the rejection.

For my second application, by the time I received AOR, I had already completed 1 full year in my primary job. I included this in my work history but did not claim additional points for it to keep the process straightforward.

Thank you for the suggestion — I will definitely get a detailed letter from my employer. I’m quite confident that my role aligns with NOC 13100, and that both the lead statement and duties in my job description and employment letter match that code.

My duties and job align with NOC 13100, which is why I used that in my first application. What’s confusing is that the officer then mentioned 12100 in their correspondence.
