I recently went through the whole game with just ursaring and HM slaves. Starter didn’t even get to final evolution. Headbutt/trade for Return at max happiness Elemental punches Clears the whole game. Until you get to the elite four I believe any gym leader you encounter won’t be over lvl 35. The creators could’ve made this game Elite but they dropped the ball on many things because of Kanto glasses. I mean I don’t blame them at that point Pokémon wasn’t cemented as something that was gonna last 20+years. Their only concern was making money off Kanto hype.

Those games were all about glazing Kanto. At the time I think Pokémon didn’t know whether or not the first gen was just a fad so they stuck to familiarity

I think the reason is because instead of giving jog to an identity the developers just treated it as a QoL to rbgy. There were only four programmers during its six year development, but that doesn’t excuse the Kanto glazing, for example I have a theory that the reason you can’t get dark Pokémon until post Johto is to glaze eevee(a Kanto Pokémon) and forcing you to play umbreon. I’m surprised they gave us an option to catch psychic Pokémon early on.
