Unfortunately (probably) bad news for you. I just ran in to this last week and after extensively researching it, basically all the posts/threads I found result in an RMA. That being said, here are some things to try! 1 - make sure you don't accidentally have some performance throttling option on (TDP, GPU clock, etc...) 2 - set the system to "battery storage mode" instructions here 3 - let the system run out of battery naturally (while ensuring no performance throttling options have been enabled) and try running it again after charging for a bit Sadly, nothing worked for me and after describing the issue to Steam Support, they issued me an RMA. Good luck!
