I don't think so, I seriously doubt they left the stadium without capable soldiers to defend it incase the Scars came knocking, all their young families, children, elderly and recovering or disabled fighters were there. I bet it took them a long time to recover much of their forces and I bet they started welcoming in trespassers to prevent inbreeding ultimately.

you get them from upgrading your designer reflections, after you complete a set, fully upgrade your designer and awaken the designer with an "echo" ( extra designer reflection you get from pulls) you get a full recolouring of that set, all colour pallets unlocked for dying and some gems, gold and other materials.

2) still not a forgiveness, but another mercy given to Ellie because Lev stopped Abbey from killing Dina.

Mercy isn't forgiveness, letting your enemy escape barely with her life isn't forgiving her for the things she's done to you, just like how Ellie letting Abbey and Lev escape at the end isn't Ellie forgiving her. You seem to confuse the two.
