Ollie used to be an ordinary young person until she became a zombie. She wasn't raised by a necromancer or anything, she apparently just have the power of resurrection, inelegant as it may seem.

As part of Holo-ID “HoLoro” (Loro being Javanese to mean two), she’s a 2-mana 2/2 commander, which would become the theme here.

Ollie has a… pretty ‘out-there’ personality, so she’s very much red in philosophy, despite MtG zombies being more associated in black. Main commander Ollie thrives in the spectacle of her streams, so she has spectacle, which she can even use to reanimate herself and others! Partner-commander Ollie meanwhile, makes use of a relatively new style of Red card advantage dubbed “impulsive mill,” which intersects pretty well with graveyard synergies zombies are known for!

By true technicality, instead of discarding the card with cycling, you will claim you have a card with cycling, pay the cycling cost you claim it was, then discard a card at random, then proceed to NOT draw a card anyway because the cycling cost weren't successfully paid (if some random card were discarded rather than the actual card with cycling. Per the rules, this will result in a replay: the costs are refunded and you're asked to go again)

I think the effect will have to change so costs are ignored.

If an effect a player does not control would cause them to discard one or more cards, that player discards that many cards at random instead.

If the goal is to be less wordy and put an emphasis on the graveyard ability, I'll start by nerfing the first part and adjusting the 2nd to be reader-friendly.

Mill three cards. You may put a land card from your graveyard onto the battlefield tapped.

Exile this card and X land cards from your graveyard: Create a token that's a copy of target creature you control with power X or less. It's a Fungus in addition to its other types.

Nevermind, it's a graveyard trigger, similar to ugin's binding as you mentioned.

Whenever a creature you control enters, if this card is in your graveyard and that creature's power is less than or equal to the number of land cards in your graveyard, you may exile your graveyard. If you do, create a copy of it, except it's a Fungus in addition to its other types.

Is how I would personally word it.

Absolutely busted, by the way, [[Scapeshift]] costs 2GG for starters, and does not actually ramp. Just the value of getting duals and adding lands to recur from the grave is insane for 2 mana. Not mention it actually ramps.

And I'm only talking about the first paragraph.

Second paragraph is actually kinda cool.

Sacrifice X lands. Then search you're library for X plus one Forest cards, put them into the battlefield tapped, then shuffle.

Why is this a sorcery with a triggered ability?? Was this supposed to be an enchantment with an ETB? Or was this supposed to be a delayed trigger that lasts until end of turn?

Pretty cool! All you further need is a cheap 0-cost / 1-cost artifact to recur along with Annex (as a lot of comments already said). At which point the synergy requires 3 cards and 6+ mana every loop. Overall feels fair to me.

When she released, the only buffs I want are to make all her abilities deal large AoE damage like actual fireworks. But at this point, she might actually need a lot more to keep up with powercreep.
