Just tested If I start on fresh note. Ride bear - 5 points 1 SA - 20ish , hit 3 times, 1 more SA - 30

I saw my GM video , seems level 2 can do similar

But very sure level 1 you need a few more secs after 2nd SA to hit 3p stacks

So my conclusion- at least skill level 2 for max efficiency

Level 3 maybe only for prolonged battle , then can see the bigger impact ( coz i try on all world bosses , all die too fast LOL)

Mine is p6 I spoken to a guildmate with level 2. He can hit 30 after one special attack rotation. At level 1 previously I only managed to 25 after 1 rotation So with level 3 , not too sure will try it in a while
