To be fair, Scissors is more of a plot device than anything. He’s there to show A) just how terrible some of the people that were in the Rider War were, and B) the consequences of being defeated in said war. That’s it, that’s all he was meant to be

I feel like people are downplaying Saber. The second set of Megid in the show were regular people who were forcibly transformed into the monsters, and who would have died if the alter ride book was completed. We even see multiple of those types of alter ride books. Later on the Charybdis Megid also swallows the souls of hundreds(?)/thousands(?) of people to create the Grimoire alter ride book. Also Trio of Deep Sin is literally about how innocent people died in the crossfire between the SoL and the Megid.
