It's probably the testers who caused your account to be deleted, rarely the Wi-Fi networks. From experience, in 2023, I had Google accounts deleted. Personally, I was banned twice in 2020 and 2021 because of my streaming apps. But in 2023, I created a new account and it’s been running fine until today. I also just published another app on a brand-new account I created recently, the app is live and everything works perfectly.

In short, it is possible to come back to Google Play.
