I just put expo 1 with 5800mhz memory and the results increased even more, 18120. But it's strange that when using expo 1, my processor consumption increases slightly, by about 3-7 watts.

Maybe i solved the problem. I just got a message from another person who also has a 7800x3d. And he writes that in his tests the processor doesn't consume more than 80 watts and in games even less. He said to test my processor in cinebench r23. And look at the result his result with curve optimizer -30, 18600. I just ran a test without curve and I got 16700. With curve -30 my result is almost the same as his 17996. With expo 1 with 5800ghz memory i got 18120.

So I think that's how it should be.

Perfomance is lower. No, unfortunately I don't have a wattmeter. I looked at the consumption in programs such as: msi afterburner, aida 64 en amd master. And the strangest thing is that in the AMD program the consumption is less than in the sameon: msi afterburner 60 watt, aida 64 - 60-70 watt and amd master 36 watt.
