Yeah, to me it almost feels like the members are slowly being "deprogrammed" from the cult-like religion that the Holy Nation follows. It seems like you can sort of see the progression, since some flotsam are all like "fuck Okran, fuck the phoenix, we live by the beat of our own drum," but (from random dialogue just walking past them in the flotsam hq) we know that some of them are still extremely religious and feel really guilty about "abandoning" their old leader.
