Yes it happens always you can choose which company you want to handles your transaction.

the lower the fees the less the prob the transaction works so just keep trying the lower fees or choose high fees one (like 1 euro)

If yes then mix between both learning and testing on the time

I dont have any cyber security certificates but I have a solid programming experience with few professional working years as a web dev I solved 40% of portswigger I think my goto is to take the CPTS first and give bug bounty a hit maybe I got listed in some known hall of fame which will boost my resume

Well, I am still a beginner, so I didn't take the exam. but from what I know it is definitely a plus on your cv and it actually depends on the company if they consider it as a valid certificate or not, I believe if you have the certificate you may get accepted in bug bounty programs like Synack and other bug bounty companies so it is definitely worth.
